Resolved, that the House of Deputies set the following Special Orders for the 81st General Convention: 

Elections and Nominations  

Nominations for the President of the House of Deputies must be submitted to the Secretary by the adjournment of the House on the Second Legislative Day, June 24.  

The Election of the President of the House of Deputies will occur during the afternoon session on the Third Legislative Day, June 25.  

Nominations for the Vice President of the House of Deputies must be submitted to the Secretary by the adjournment of the House on the Fourth Legislative Day, June 26.  

The Election of the Vice President of the House of Deputies will occur on the Fifth Legislative day, June 27.  

Nominations from the floor for the offices for Executive Council, Trustees of the Church Pension Fund, Disciplinary Board for Bishops, Court of Review, and the Joint Nominating Committee for the Election of the Presiding Bishop, and the Treasurer of General Convention must be submitted to the secretary by the end of the Third Legislative Day, June 25.  

Elections for the offices of Executive Council, Trustees of the Church Pension Fund, Disciplinary Board for Bishops, Court of Review, and the Joint Nominating Committee for the Election of the Presiding Bishop, and the Treasurer of General Convention will occur during the morning session on the Fourth Legislative day, June 26.  

All nominations for Executive Council, Church Pension Fund Trustees, President of the House of Deputies, Vice President of the House of Deputies, and Treasurer of the General Convention must have cleared the background check process outlined in Joint Rule V.5. A nominee does not need to designate which office they will be a candidate for when initially undergoing the background check. 

Legislative Items.  

On the First Legislative Day, June 23, as the first items on the legislative calendar, the House will consider Resolutions A149, A150, A151, A153, A154, and A155 (Amendments to the Rules of Order) under the following provisions:  

• Before the consideration of the above resolutions, the Legislative Committee will be allotted 6 minutes to present its report.  
• Following the Committee’s report, the House will be provided a 10-minute Question Period to ask questions on the above referenced resolutions. Questions and answers will be limited to 2 minutes per question.  
• After the completion of the Committee Report and Question Period, the House will take up each resolution in order under its normal debate rules as supplemented by this resolution.  

On the Second Legislative Day, June 24, as the first item on the legislative calendar, the House will consider resolution A101 (Denominational Health Plan) under the following provisions:  

• Before the consideration of the above resolution, the Legislative Committee will be allotted 10 minutes to present its report.  
• Following the Committee’s report, the House will be provided a 10-minute Question Period to ask questions on the above referenced resolutions. Questions and answers will be limited to 2 minutes per question.  
• After the completion of the Committee Report and Question Period, the House will take up each resolution in order under its normal debate rules as supplemented by this special order. 

On the Third Legislative Day, June 25, as the first item on the legislative calendar, the House will consider the Budget for the Episcopal Church under the following provisions: 

• Before the consideration of the above resolution, the Treasurer of the General Convention and Budget Committee of Executive Council will be allotted 10 minutes to present its report.  
• Following the Committee’s report, the House will be provided a 10-minute Question Period to ask questions on the above referenced resolutions. Questions and answers will be limited to 2 minutes per question.  
• Debate on the resolution following the Question Period will be limited to 60 minutes.  
• During the first 6 minutes of debate, no motion to suspend the rules, refer, take no further action, end debate, or amend will be in order.  
• Following the first 6 minutes of debate, the House will take up amendments. Debate on each amendment will be limited to 10 minutes.  

On the Third Legislative Day, June 25, at or around 5:00 p.m., the House will consider Resolution C009 (Petition of the Episcopal Church In Navajoland to become a Missionary Diocese).  

On the Fourth Legislative Day, June 26, at or around 4:00 p.m., the House will consider certain resolutions on the Holy Land from the Committee on Social Justice and International Policy. The Committee on Dispatch of Business will identify the Resolution(s) to be considered under this order and publish these resolutions to the House. The Resolutions will be considered under the following provisions:  

• Before the consideration of the above resolution(s), the Legislative Committee will be allotted 6 minutes to present its report.  
• Following the Committee’s report, the House will be provided a 10-minute Question Period to ask questions on the above referenced resolution(s). Questions and answers will be limited to 2 minutes per question.  
• After the completion of the Committee Report and Question Period, the House will take up each resolution in order under its normal debate rules as supplemented by this resolution. 
• During the first 6 minutes of debate, no motion to suspend the rules, refer, take no further action, end debate, or amend will be in order.  
• Following the first 6 minutes of debate, the House will take up amendments. Debate on each amendment will be limited to 10 minutes.  

On the Fifth Legislative Day, June 27, as the first items on the legislative calendar, the House will consider Resolutions A152, A156, and A157 (Amendments to the Rules of Order) under the following provisions:  

• Before the consideration of the above resolutions, the Legislative Committee will be allotted 6 minutes to present its report.  
• Following the Committees report, the House will be provided a 10-minute Question Period to ask questions on the above referenced resolutions. Questions and answers will be limited to 2 minutes per question.  
• After the completion of the Committee Report and Question Period, the House will take up each resolution in order under its normal debate rules as supplemented by this resolution.  

On the Sixth Legislative Day, June 28, as the first item on the legislative calendar, the House will consider Resolution C025 (Juncture of The Episcopal Dioceses of Eastern and Western Michigan). 

 On the Sixth Legislative Day, June 28, as the second item on the legislative calendar, the House will consider Resolution D051 (Reunion of the Diocese of Wisconsin). 

All amendments to resolutions considered under these special orders must be submitted in advance of the session that the resolutions will be considered and will be published to the House. Following the first 6 minutes of debate, amendments will be considered in the order they are submitted unless they have been withdrawn.  

Special Presentations.  

The House will receive the following special presentations. The presenters will be admitted to the floor around the time of their presentation and each presentation will be limited to six minutes.

Day 2, June 24, at or around 3:30 p.m. – A presentation from Episcopal Relief and Development. 

Day 3, June 25, at or around 4:00 p.m. – A presentation from Episcopal Church Women and the celebration of their 50th Triennial.  

Day 4, June 26, at or around 3:30 p.m. – A presentation from Episcopal Camps and Conference Centers. 

Day 5, June 27, at or around 10 a.m. –A presentation from the Official Youth Presence.  

Day 6, June 28, at or around 11:30 a.m. – A presentation from the Episcopal Coalition for Racial Equity and Justice.
